Spain’s €12.3M Huawei Wiretap Deal Raises Alarms Over Surveillance and Security Gaps

The Spanish government has sparked a wave of concern after awarding €12.3 million ($14.3M) in contracts to Huawei to manage and store judicially authorized wiretaps, despite the Chinese tech giant’s known ties to Beijing and global warnings over potential cyberespionage.

From 2021 to 2025, Spain’s Ministry of the Interior has used Huawei’s OceanStor 6800 V5 servers for storing sensitive intercepted data from law enforcement and intelligence operations. These systems are expected to meet national cybersecurity standards but lack official certification from Spain’s intelligence agency (CNI).

Huawei’s Deepening Role in Spanish Security Infrastructure

The wiretap storage contracts were publicly tendered and managed by Spain’s General Directorate for the Rationalization and Centralization of Procurement, but internal critics within the National Police and Civil Guard are voicing concern.

According to The Objective, several officials consider the move strategically inconsistent, given that Spain restricts other foreign programs but entrusts highly sensitive law enforcement systems to a company linked to the Chinese Communist Party (CCP).

Huawei also previously supported SITEL, Spain’s legal interception system, further deepening its footprint within Spanish internal security networks.

Europe, the U.S., and Huawei: A Divided Response

While most EU nations and the U.S. have moved to limit or ban Huawei from critical infrastructure, Prime Minister Pedro Sánchez has defended the company’s participation in Spain, opposing broader EU efforts to restrict Huawei’s 5G involvement. Huawei operates research centers in Madrid and maintains public sector contracts across Spain.

Meanwhile, the EU Commission and U.S. Federal Communications Commission (FCC) have issued firm guidelines discouraging or banning Huawei’s participation in 5G and telecom networks due to espionage risks.

In the U.S., the FCC has cut subsidies for any equipment sourced from Huawei or ZTE and mandated the removal of existing Chinese hardware, estimating replacement costs at over $1.8 billion.

A Cost-Saving Gamble with Strategic Implications?

Huawei’s OceanStor systems, known for their cost efficiency, have been widely adopted across Africa, Latin America, and Eastern Europe. But critics argue that Spain’s preference for budget-friendly Chinese tech may come at the cost of national cybersecurity.

Huawei has repeatedly denied allegations of state-sponsored surveillance or unauthorized access to data, but the company remains under scrutiny in various nations including the UK, Australia, Japan, and New Zealand.

A Security Affairs analysis concludes that Spain’s decision creates a credibility gap in its cybersecurity policy, especially as it continues to cooperate with a company under multiple international advisories for state-linked cyberespionage.
